這一節考你怎麼看、換、取消訂閱，計費使用者怎麼算，以及帳單由誰管理。重點是「有 app 存取就計費」與「付錢的事歸 billing admin」。

怎麼計費、誰算計費使用者、誰能管帳單
- 計費的三個因素方案、計費週期，以及帳單週期結束時「有 app 存取的使用者人數」。
- 月繳按人、年繳按級距月繳是每位使用者計價；年繳用 user tier（人數級距）。加進 app 的人就開始計費，就算沒接受邀請或沒登入也一樣。
- Free 方案最多 10 位使用者（Jira Service Management 是 3 位 agent）；人數超過會自動轉成 Standard 試用。
- 不計費的情況存取被 suspend、使用者被 remove、managed account 被停用，都不再計費；user access admin group 本身也不佔授權。
- 換方案與停用Free 升級先試用（Standard 14 天、Premium 30 天）；降回 Free 從下個計費期生效、不退費；停用訂閱在目前訂閱期結束 15 天後生效。

Your company is billed for subscriptions based on your app plans, billing frequency, and the number of users with app access at the end of your billing cycle.

這張表最常考的是 Enterprise 那一列：它在 organization 層級計費，所以在 site 的帳單裡找不到；同一個使用者若同時能用 Jira Enterprise 與 Confluence Enterprise，兩張帳單都會算他一次。
- 月繳：每月依訂閱所綁的使用者人數，向信用卡收費。
- 年繳：按 user tier（人數級距）計價。Enterprise 的 user tier 隨時可以往上調，往下調只能在年度續約時做。
- 用量計費：部分 app 有 meter（例如 AI、automation），在每人計價之外依用量另計。

判斷的核心是：這個人現在能不能用這個 app，也就是有這個 app 的 User 角色（在它的 default group 裡），而且沒有被暫停或停用。Admin 角色不一定附帶 app 存取，所以有 admin 角色不一定計費。
自我檢查：先在心裡回答，再點開對答案
Q1要降低 Jira 的計費人數，又希望三個月後這些人回來時 group 都還在，該怎麼做？看答案
Suspend 他們的存取。暫停期間不計費，restore 後角色與 group 都回來；remove 則要重新邀請、重設。

- Remove user or suspend their access
You won’t be billed for a user once they’re removed.
- Deactivate a managed account
This won’t delete personal data associated with the Atlassian account, since you can reactivate the account at any time. We’ll stop billing your organization for this account.

This group does not grant app access and members of this group won’t count towards your bill (unless the user holds another billable role).
- Site Administrator role（KB）
Site Admins are non-billable as they only administer sites and not the products.

考題常把「降級」與「停用」混在一起：降回 Free 是下個計費期生效；停用則是訂閱期結束後再過 15 天才真正停用，期間仍能使用。兩者都不退費。
Original 與 improved billing
官方文件同時描述兩種帳單體驗。Improved 體驗左側第一個選項是 Subscriptions，從 admin.atlassian.com/billing 管理；original 體驗左側第一個是 Overview，部分工作要到 my.atlassian.com 做（例如取消訂閱、管理 billing contact）。

For Standard plans, the trial period is 14 days. For Premium, you’ll enjoy a 30-day trial.

這張表的重點是「付錢的事歸 billing admin」：在 improved billing 體驗下，付款方式、發票、帳單地址、報價單與計費週期都只有 billing admin 能做。Org admin 與 site admin 只能處理訂閱本身，而且沒有 billing admin 權限就進不了 Billing accounts 頁。要注意 original billing 體驗不同：官方權限表列出 org admin 可以看與付發票、改付款方式、改計費週期。
- Billing admin：屬於某個 billing account，可以同時是多個 billing account 的 billing admin。官方建議至少兩位；只剩一位時不能移除他。新增方式：admin.atlassian.com/billing → Billing permissions → Add new admin，一次只能加一人，不能加 distribution list。
- Customer contact：掛在單一訂閱上，沒有管理權限，只看得到訂閱詳細資料、收通知；每個訂閱至少要有一位。
- Billing contact（original 體驗）：與 billing admin 類似，大多在 my.atlassian.com 管理授權與發票；site admin 可以把自己設成 billing contact。

用官方的例子驗算：Jira Standard 有 100 人，其中 50 人也有 Confluence Standard，Guard Standard 的計費人數是 100，不是 150，因為每個人只算一次。
考題長相
「30 位 JSM agent、500 位 help center customer，Guard Standard 要算幾人？」→ 30。Customer 只用 help center，不算 Guard 的計費使用者。

Atlassian Guard Standard is billed per organization. This means you pay only once per managed account and external user in your organization.

Atlassian Guard Standard (formerly known as Atlassian Access) provides user management, enterprise-grade authentication, and data security protection.

考題愛用的錯誤說法
使用者沒接受邀請，就不會計費。
被加進 app 就開始計費，沒接受邀請或沒登入也一樣。
計費看的是「有沒有 app 存取」，不是有沒有用。
Improved billing 體驗下，org admin 可以更新付款方式、下載發票。
這些是 billing admin 的工作；org admin 只有有限的帳單權限。
Org admin 與 site admin 能升降方案、停用訂閱、看帳單預估。Original billing 體驗的權限表不同，org admin 可以處理發票與付款方式。
從 Standard 降回 Free 會立刻生效並退還剩餘天數。
下個計費期才生效，不退費。
從 Premium 降回 Free 還會移除 sandbox。
停用訂閱後馬上就不能用了。

第一次做 Lab？先看 Lab 環境準備：用測試站台、準備測試帳號。畫面名稱可能隨 Atlassian 更新而不同，以下以現行畫面為準。
目標：在 Billing 找到每個 app 的訂閱、計費人數與換方案入口，並看 billing admin 名單；再用 suspend 驗證「不計費」的規則。

準備

步驟
- 你應該看到：第一個是 Subscriptions 就是 improved billing 體驗；是 Overview 則是 original 體驗。
- 你應該看到：Subscription details 頁顯示方案（Free）與計費資訊；Free 方案少於 10 人時不會顯示確切人數。
- 你應該看到：看到方案比較頁。要同意條款並按 Agree and start trial 才會開始試用（Standard 14 天、Premium 30 天）。

試試看：改一個設定，觀察差異
T1Billing permissions›Add new admin：輸入 Kim 的 email，Add admin。用 Kim 的瀏覽器開 admin.atlassian.com/billing。看結果
Kim 看得到 billing account 與付款相關頁面；但 Kim 不是 org admin，官方寫明 billing admin 沒有 org admin 權限就看不到 Billing preview 頁，通常也進不了 Directory 管理使用者。
T2（想像，不實際做）Lab Org 升級到 Standard 試用，使用者增加到 12 人，試用結束時沒有付款資料。看結果
人數超過 10，訂閱會被停用；如果是 10 人以內，則退回 Free 方案。
T3（想像，不實際做）Leo 只被加進 confluence-user-access-admins-labjira，沒有任何 app 的 User 角色。看結果
